Carlos Serrano-Quan, Chair

“My relationship to SF Pretrial goes back 40+ years and I was recruited for the Board by Kate Monico Klein and Nancy Rubin. I have had a reciprocal relationship of referrals to and from SF Pretrial. We share a belief in bail reform and placing those arrested in the least restrictive environment.

Jimmy has a wealth of experience in the government and non-profit sectors that dates back over 35 years. As Deputy Director of the Department of Public Health, he oversaw a budget in excess of one billion dollars that included an array of innovative public health programs and health delivery systems. He was the co-founder of the Black Coalition on AIDS and served as its Executive Director until 2012 and was the CEO of the AIDS Project Los Angeles, the second largest HIV support organization in the United States. Appointed as a Member of San Francisco’s Department of Public Health Commission since 2016, Jimmy has been intimately involved in countless policies and budgetary decisions that impact the clients served by SF Pretrial, including a resolution identifying incarceration as a public health issue. Having served on numerous Boards, he has extensive and invaluable experience with Board governance and development. He brings a wealth of local, state and national advocacy, budget and policy knowledge to our agency.

“I crossed paths with SF Pretrial while volunteering as a Neighborhood Courts adjudicator and was attracted to the Pretrial Board to join hands and collaborate on our efforts to serve the community and social justice programs.”

Doc is a forward-thinking IT consultant and executive with 15 years of experience in IT management and cloud computing. He is currently founder and principal of Nexus of IT, focused on implementing and scaling IT solutions for optimal cost and operational efficiency. Doc has been a stalwart supporter of SF Pretrial and restorative justice practices through his participation as an adjudicator in our Neighborhood Courts. His wealth of technology expertise will be a huge asset as SF Pretrial continues to upgrade our IT platform to create more transparency and efficiency while improving our reporting and documentation capabilities. Doc is also actively pursuing a doctorate in Clinical Counseling.

Geri Green

Through my work, I’ve become keenly aware of the organization’s commitment to promoting better outcomes for San Francisco and its residents through the empowerment of communities and strategic partnering with institutions and government agencies.“

As an accomplished trial and appellate lawyer, and mediator, who opened her law practice when women represented just 20% of the bar, Geri is dedicated to defying gender biases, relentlessly advocating for her clients and identifying and executing creative solutions for conflicts. Her groundbreaking legal work garnered domestic and international attention on the sexual abuse of women and girls, particularly those incarcerated, and America’s failed mental health system. She has won unprecedented seven-figure jury verdicts and settlements, and consequential appellate decisions, leading to policy changes in America’s jails and prisons for improving medical treatment, conditions of confinement and legislation, such as the Prison Rape Elimination Act and the creation of the National Prison Rape Elimination Commission. Today Geri works as mediator and consultant, with extensive training and experience in crisis intervention, restorative justice, cross-cultural competence and harm reduction. She holds an advanced degree in international law, is a scholar of criminal justice, and has served on numerous boards that advance international human rights, improved criminal justice strategies and alternative dispute resolution.

Tamara Walker

“I decided to join the SF Pretrial board because I think being a part of the change and impact is so important—to be a voice for the people is what I try to be.”

Tamara is an innovative community organizer and facilitator who leads with strength and resolve. In 2000, she co-founded the “Mothers Against Guns” organization alongside other survivors of gun violence. She continues to tackle the issues that impact San Francisco’s African American by bringing their voices and stories to the forefront, including as an advocate for Mothers for Justice for Birth of Black and Brown Babies. Tamara has been a driving force behind the revitalization of the Buchanan Mall in the Fillmore, which is part of her role as production and community engagement director at Citizen Film in San Francisco. She is one of a group of seven Black San Francisco natives who founded Black Wall Street in response to the devastating impact of COVID-19 and anti-Black racism on Black business, cultural space, and stakeholdership.

Recently selected as a Fellow in the first cohort of the District Attorney’s Safety & Justice Fellowship Program, Philip brings a keen sense of curiosity and fearlessness to whatever he does and has already impacted the lives of many in the criminal justice space. As a former SF Pretrial client, he has now dedicated himself to uplifting marginalized communities that share the hardships he endured by helping his peers with their health and recovery needs. He currently works as a Peer Case Manager in the Mentoring and Peer Support Project with San Francisco Department of Public Health. He also holds a seat on both the Tipping Points Community Advisory Board, and The Mental Health SF Implementation Working Group through San Francisco City and County. Philip graduates from SF State this Spring with a B.A. in Social Work and will begin his Masters in Social Work program in the Fall.

Retired Chief Toney Chaplin

“I have been fortunate to work with many community-based organizations in San Francisco during my 30-year career. I was blessed to be able to mentor at-risk youth and adults to help them avoid incarceration and membership in gangs. Being a board member with SF Pretrial will allow me to again give back to the San Francisco community that has given me so much.”

Chief Toney Chaplin’s nearly 34-year policing career began when he joined the ranks of the
San Francisco Police Department in June 1990. Toney started in patrol and served at the Central, Mission, Potrero (now Bayview) and Taraval stations. Toney was assigned to investigations and began his rise through the leadership ranks, from Inspector and Sergeant to Lieutenant in 2012. In 2014, he was selected to head the highly coveted Homicide Division, and a year later he was promoted to Commander, where he oversaw the department’s entire Investigations Bureau. Once again, his strong leadership led to another promotion a year later, when he was named Deputy Chief and asked to take charge of the department’s newly established Bureau of Professional Standards and Principled Policing—a critical component of the city’s efforts to transform the department and to implement the recommendations of the U.S. Department of Justice’s Office of Community Oriented Policing Services.

In May 2016, Mayor Ed Lee turned to Chief Chaplin’s leadership and tapped him to head the San Francisco Police Department as its interim chief of police. After a permanent chief was hired in 2017, Toney was promoted to Assistant Chief. In 2019. He retired from the SFPD and assumed command of the Hayward Police Department as its 15th Police Chief and first and only black chief. He retired from the Hayward Police Department in January of 2024. Prior to joining SFPD, Toney was a Combat Engineer in the United States Army. Toney has known the CEO of SF Pretrial, David Mauroff, for over two decades. He worked with David years ago on programs to keep youth from becoming involved in the criminal justice system.
